INTEGRATED DISEASE SURVEILLANCE PROGRAMME

Brief History

 

·        National Health Programme under National Health Mission (NHM).

·        Launched as project in 2004 with world bank support.

·        The Project was established on April 2005 in Mizoram.

·        Converted from Project to Programme in 2012.

 

Objectives

 

·        Integration and decentralisation of surveillance activities through establishment of surveillance units at Centre, State and District level.

 

·        To strengthen/maintain decentralised laboratory-based IT enabled disease surveillance system for epidemic prone diseases.

 

·        To monitor disease trends and respond to any emerging/re-emerging diseases and epidemics.

 

·        To detect and respond to outbreaks in early rising phase through trained Rapid Response Team (RRTs).

 

 

 

Schemes/Initiatives under the Programme

 

 

1. Integrated Health Information Platform (IHIP)

Integrated Health Information Platform (IHIP), a new reporting system, was launched on April 2021, and IDSP Mizoram fully migrated to the Platform from January 2022. IHIP links real-time case-based surveillance, clinical data, lab data, and public health emergency data in a single platform. Under IHIP, disaggregated public health surveillance data are collected at all levels and reports are submitted in real-time.

 

2. Inter-Sectoral Coordination with Directorate of Animal Husbandry & Veterinary Dept. on Zoonotic Diseases

Since 75% of emerging and re-emerging diseases are Zoonotic in nature, it is becoming a major public health challenge. To address this challenge, Intersectoral Committee on Zoonotic disease was constituted at State and district level.

 

3. Utilisation of Mobile Medical Unit (MMU) Team as the Core Rapid Response Team (RRT) in response to Disease Outbreaks

In view of the shortage of qualified and experienced medical staff in all the districts, a trend has been set to utilize the MMU Teams of the districts who will function as the Rapid Response Teams for disease outbreaks in their respective districts under the supervision of the State Surveillance Officer (SSO) and District Surveillance Officers (DSO). The MMU teams are also accompanied by Specialists in relevant disciplines and IDSP Microbiologists of Aizawl and Lunglei, as need arises.

 

4. District Public Health Laboratories (DPHL)

There are two functional DPHL under IDSP: –

1) Aizawl East DPHL, Civil Hospital Aizawl

2) Lunglei DPHL, Civil Hospital Lunglei
